Board of Selectmen's Minutes04/04/05
Board of Selectmen
Town of Tolland

MINUTES OF THE REGULAR MEETING – April 4, 2005 6:05 PM

Selectmen Present:             Eric R. Munson, Jr., James Deming, and Wesley Greene, II
Present:

Minutes of previous meeting accepted.

Bob Bitso came to the board meeting with the following questions and statements.

Bob was under the impression that the next step in pursuing Michael Lodsin would be for the town Building Inspector and Fire Chief to inspect the home.

Eric said that he would like to speak to Attorney Locke on that before going out to the home. A court date of April 18th was talked about at the Planning Board hearing. The Board was not aware of a court date and would check with Attorney Locke. Bob feels that Mr. Lodsin is still in violation and that the town still needs to pursue with the court hearing. The board agreed. Bob felt that the town needs to continue with court process so that if Mr. Lodsin should start renting in the future the town will not have to start the process all over again.

The culvert on Harvey Mountain Road is plugged; Wes will speak to John about the culvert.

Who is responsible for the placement of the streetlights? Who will be paying for them? The Board told Bob that the streetlights were placed by WMECO at no cost to the town, but that the town would be paying for the monthly cost of the usage. Margaret informed the board that the recent bill for the streetlights was less then $50.

How many employees does the town have working for the Highway Department? The Selectmen informed Bob that we have 2 Full Time and 2 Seasonal Part Time. Bob questioned the necessity of so many employees when the amount of work has not changed from previous years. Eric informed Bob that FY06 has included the hiring of one additional full time highway employee. Also, that seasonal part time employee’s have always been hired by the town. Bob felt that the town wasn’t growing fast enough for the need of so many employees.

Why was there so much equipment being rented last year and not being used? The Board of Selectmen advised him that they have discussed it with John and that John will be concentrating on one project at a time instead of many.

Eric told Bob that Wes and Ralph are working on a “Plan of Work” with John for the Fiscal 06 budget.

Jim informed the board that he will be meeting with Gloria and Charlotte Clark later in the week to
discuss the possibilities of her land for open space.

Meeting adjourned 7:00PM
